Jumpstart toolkit for Stage 2 Meaningful Use Proposed Rules

Today ONC and CMS issued two proposed rules to define Meaningful Use Stage 2 EHR Incentive Program parameters and criteria (use of certfied EHR systems, objectives/measures, and quality measures), as well as Standards and Certification Criteria that EHR systems/modules must support to pass certification.

A few burning questions you might ask,
1) What's the difference between stage 1 and stage2?
2) What do I need to do to conform to stage2 if you already conformed to stage 1

First, What is the difference between stage 1 and stage 2

1) There are more rules in Stage 2 than the ones in Stage 1 as shown below



2) In MU Stage 1, all rules are lumped together, make it harder for EH/CAH/EP to comply with. MU Stage 2 rules are categorized into three progressive levels



Below figure shows the rules for ambulatory setting




MU Stage 2 also mandates new/additional standards at Transport, Functional, Security and Content level, below is the few content standards specified




Secondly, What do I need to do to conform to stage2 if you already conformed to stage 1

Follow the below two lists, identify the capabilities that need to be improved, and new capabilities to be implemented.
